What do I need to do once I receive the staff level census pack for my service(s)?
The staff component of the National Workforce Census involves the distribution of census forms to
all eligible staff at your service(s), so that they can provide information on their roles, qualifications, employment status, training activities, pay and conditions and career intentions.
Staff level census forms should be distributed to all eligible staff as soon as the staff level census pack is received by your service. It is recommended that the reminder poster (enclosed in the staff census pack) be placed in a highly visible area, such as a break room or on a staff bulletin board.
Important: If your organisation runs multiple services and has received multiple staff level service packs, please take care to distribute staff level census forms only to staff who work in each particular service (identified by the unique ID on each census form). Should I only distribute staff level census forms to staff who worked during the reference week for my service(s)?
No. Please distribute forms to all eligible staff who currently work in the service(s), even if they were not working during the reference week.
What is the definition of an “eligible” staff member?
Eligible staff are defined as:
- All paid and unpaid staff members (include staff members engaged through an Inclusion Support Subsidy or with Flexible Support Funding) who undertake duties that mainly involve direct contact with children, management or administration tasks
- Principals, deputy principals, executives, directors or administration staff members who are working at the service and/or are directly involved in the day-to-day management of the service
- Staff members who work across multiple services that this organisation may provide, and who mainly work for this service
- Any staff member providing support services such as cooking, cleaning or gardening
You should exclude:
- Principals, deputy principals, executives, directors or administration staff members who are not based at this location and have no involvement in its day-to-day management
- Parent helpers
- Staff members who work across multiple services that this organisation may provide, and who mainly work for another service
What is the definition of a paid / unpaid staff member?
Paid workers include those who receive wages or salary. They can include contract or relief workers.
Unpaid workers include those who are not paid, but who may be receiving in-kind benefits in recognition or exchange for their work. Unpaid workers may include volunteers, unpaid work trainees, parents and family workers (child care services only), and students on work experience.
In-kind benefits, such as free child care or the reimbursement of work related expenses in full or part, are not regarded as payment of salary and people who receive these are considered to be unpaid workers.
Do staff who work for multiple services need to complete a census form for each service that they work in?
No. Staff members who work for multiple services are requested to complete one staff level census form only - for the service that they mainly work in. Please ensure that they complete the census form with ID that corresponds to the service that they mainly work in.
We have not been provided with the correct number of census forms for the staff who work in our service(s) – why is this the case?
The number of forms enclosed in the staff level census pack is based on the number of staff specified by your service at initial registration.
If initial registration was not completed by your service, an approximate number of forms have been enclosed in your staff level census pack. This figure has been based on your service type and locality – in some cases you may have been provided with more or less forms than staff in your service.
What do I do if we have not been provided with enough forms to distribute to all the staff who work in my service(s)?
If you do not have sufficient forms to distribute to all staff, you are able to allocate up to 10 “spare” logins to staff for your individual service. The 10 spare logins are located on the back of the cover letter included with the staff level census pack. Each login is unique to your service and can only be used once to complete the online census.
Staff who have been provided with login details will need to go to www.deewr.gov.au/earlychildhood and follow the links to the online census. The username and password (lower case) will need to be entered to access the online census.
Should there be more than 10 eligible staff requiring a login, logins should be distributed in the following order of priority:
- contact workers
- management
- administrative staff, and finally,
- support staff (including e.g. cooks, cleaners)
I have distributed the spare logins provided, and still don’t have enough forms to distribute to all contact staff who work in the service(s) – what do I need to do?
